To run a dedicated server with Elite Force, take the dedicated.cfg file thats in the zip and put it into the base folder, open it with wordpad and edit it to how you want your server to be and then go to the "Star Trek Voyager Elite Force" Folder and then find the "stvoyHM.exe" and right click on it and send it to your desktop as a shortcut, exit to your desktop and right click on the shortcut you just made and chose properties and add to its targetline +set dedicated 1 +exec dedicated.cfg, so when all done, it will look something like this depending on where you installed EF at.
"C:\Program Files\Raven\Star Trek Voyager Elite Force\stvoyHM.exe" +set dedicated 1 +exec dedicated.cfg
Now click on apply and then ok. Now when you click on that shortcut your dedicated server will start up.

Sv_maxrate "????"

Now a word on sv_maxrate this is the rate of your server's connection speed,
For a 56K connection you would set can it 3500 to 4500, you'll have to try different rates to see what works best for you. 
For ISDN 4000 to 6000 again depending on your actual connection speed, try different rates to see what is best. 
For cable it should be set at 6000, now I have gotten some static about my rate choice for cable, but since I run a cable server, I know for a fact it runs best at 6000 and this is due to cables varing ping rates and setting the rate higher than 6000 leaves you wide open to whats called creeping ping, where as the pings get progresively higher and higher due to the ping varience cable has. 
DSL is more stable than cable and can handle an sv_maxrate "8000" to 10000 depending on your connection, experiment here with different speeds to see what works best for your DSL connection. 
T1 and above connections use sv_maxrate "20000" 
For lan only servers use sv_maxrate "30000"

Minping & Maxping

These two features are really good for deciding if your server will be for HPBs or LPBs. In other words setting the minping to "200" and maxping to "", will keep any player that pings below 200 off your server and then if you set the maxping to "300" and the minping to "", any player that pings over 300 will not be allowed on the server.

Map cycling
The maps listed in the dedicated.cfg are the maps that will be cycled on your server when it is running, use your head here when removing or adding maps to the cycle, as you can see one leads into the next with the "vstr" command. So any alterations you make, you have to edit the "vstr" for the previous or next map, depending on weather you are adding or removing a map from the cycle.
