The movement value is subtracted from a units movement points when changing its position
to a tile of the concerning terrain.
The bonus value is added to a units strength when involved in a fight - to attack
when being the aggressor, to defence when being attacked.
When there is a city on a tile, the terrain below is not relevant anymore. So a
city in the hills gives the same bonus as a city in the woods does.
