Referee Commands
================
Some words for the referee: The referee is an administrator that has
different responsibilities than a rcon admin or a console admin. The
referee is in fact what his name claims: The person that controls the
rules of the game.

There can be more than one referees connected on a server.

So far, OpenPSO provides 2 things for the referee:
1) Some specialized commands

2) He is the master of the callvote option. His vote counts for 60 client
votes. This means that his votes will always pass or fail. This allows the
referee to modify all server settings as shown in the callvote list.

The referee's specialiazed commands are:

ref_unref <player_id>	With this command, the referee can remove the
referee access from <player_id>. This is a way for
a referee to log out (using his own id).

ref_map <map_name>	With this command, the referee can change the
			current map.

ref_kick <player_id>	With this command, the referee can kick a specific
			client from the server.

ref_putaxis <player_id>	With this command, the referee can put a specific
client to the axis team (overriding
			g_teamForceBalance).

ref_putallies <player_id>
With this command, the referee can put a specific
client to the allies team (overriding
			g_teamForceBalance).

ref_putspec <player_id>	With this command, the referee can put a specific
client to the spectators teamd (overriding
			g_teamForceBalance).
